In 1789 some citizens in Joigny banded together to radically change the city structure, and put it in place in 1790. In 1791 an association of friends of the Constitution was formed and by 1793, the Terror was being felt in Joigny. Louis became caught up in the debate surrounding the Civil Constitution of the Clergy passed in July, 1790. The main provisions of this were a new ecclesiastical organization of the French church, a new system of appointment of bishops and priests, and a new system of ecclesiastical government and payment of bishops and clergy by the state. This created a  “French church” without papal endorsement. Clerics were required to take an oath to abide by this, and on January 16, 1791, Louis Barat and other priests in Joigny did so. Some months later the Pope condemned the Civil Constitutions of the Clergy and the taking of the oath. Louis and his friend, Saulnier retracted their oaths May 2, 1792.
